The sweeping away of the Germans from Kiaochau Bay has created a few order of things in the Par East, and perhaps it has been evident to all except the Chinese that Japan would avail hereelf of the pre- sont opportuny of settling the many questions long pending between herself and China. It appears that Japan has: set out on the solution of these questions, but no official report has yet been received, and all the news coming in regarding this matter is supplied from Peking. News emanating from Chinese sources is usually unreliable, and just now is particularly suspect. Since the outbreak of war the Germans in China have been up to their tricks, and have been trying to estrange the allied Powers by means of false re porta in the newspapers which they have bonght up. On this account news coming from China is not altogether creditable. It is not too late for the ally of Japan to express an opinion on the Japanese demand after seeing the full text when

Assuming that the particulars of the Japanese demand are as mentioned in a Peking telegram received yesterday, it is, in the main, neither excessive nor impro- per. Japan has modified the agreements made with China based on the Portsmouth Treaty as a result of the new order of things just created. Her demand is in no way prejudicial to the integrity of China, nor is it in violation of the prin ciples of the "open door and equal opportunity as recognised by the Powers. The grant of the Japanese demand may result in Japan's obtaining special privileges in certain specified districts in regard to the construction of railways, the working of mines, and the establishi ment of iron works, but these privileges cannot be considered to be in any way different from those granted to other Powers.
