On the return of His Excellency the Governor from the Northern Ports last month, I submitted your letter of the 3rd ultimo with its several enclosures, asking for the appointment of a Chinese Clerk to the Supreme Court, as that Department was without a translator. Mr. Bay, the Registrar of the Supreme Court, then present, offered to use his best endeavours to procure a person of the description required, and having this day informed me that he has obtained a Chinese translator named "Chung" suitable for the duties of Chinese Clerk and Shroff of the Supreme Court, His Excellency has instructed me to convey to you his sanction for the appointment of "Chung" upon a Salary of $25 per month,
