As is well-known the political world in Japan has been ruled hitherto by two of the former feudal clans, the two clans which took the initiative in restoring the Earunon to his ancient position of temporal as well as spiritual ruler of the country. Into the hands of these two clans fell the chief control of the Army and Navy, and weighted with these powers it was only natural that any demands made should find instant accept nace. The nation was told that the Army needed strengthening, or that the Navy needed replenishing, and there nothing for it but to accept those com- mands as those that must be obered.
