The Civil Engineer and Clerk of Works, the Honorable W. Napier of my department, having forwarded to me the enclosed letter to be forwarded through His Excellency The Governor, requesting that an allowance be made him to cover his expenses overland to this Colony, as the half Salary from the date of his departure from England has been refused.
I beg to leave the same to submit for the consideration of this Council.
