For the second time the German cruisers have made a hasty raid upon the English const, and on this occasion they have actu ally bombarded an English watering place and a couple of flourishing towns. Hartlepool, at the mouth of the Tees, and Whitby, lower down the coast, although centres of industry, are not entirely or even mainly engaged in the supply of war material. Scarborough is a resort of pleasure-seckers and those who would ronaw their health from the ozone-laden breezes of the North Sea. It cannot said that their throwing of shells in these places has any redeeming feature as an act of war. The circumstance should neither create alarm nor surprise. Acts of this character can have no significance can they have been unexpected, for attacks upon unfortified coast towns have been a feature of German naval warfare ever since the Goeben und Breslau bombarded Bona and Phillippoville on the morning of August 4th.
