concession will be of great benefit to the Company.

I authorise you to take the necessary steps for granting those leases in virtual perpetuity for a term of 999 years.

"I have the honor to transmit for Your Lordship's information Copy of a letter from the Surveyor General, enclosing

an application from the Honorable M. Napier, Clerk of Works and Civil Engineer, for travelling expenses, Overland to this Colony.

Mr. Napier was unable to draw any salary until his arrival here, in consequence of his post being filled by Mr. Strachan, who was appointed by my Predecessor in December last, and I reported to your Lordship in Despatch A15 of 25th January following. Mr. Strachan therefore, drew the full Salary until the 14th.
