THE PRACTICE AND ITS PRECEDENTE.
In view of the fact that so many British officers have been killed and wounded by German snipers, the following letter, which recently appeared in The Times from an American, will be read with peculiar interest:--
As an exe180 for the official orlors under which towns have been burned and Burgomasters and other unoffending citizens have been put to death, the Germans allege that their soldiers have been shot at from attica and from hedges by persons not wear ing uniforms. They contend that the only way to protect their troops against this disorderly sniping by citizens is to terrorize by wholesale devastation and murder the communities controlled by them
