think it right to advise

Police force is necessarily composed, I am
of opinion
that you
would do well to
take steps for their general support
in
such way you may deem proper:
Perhaps
on the whole it
would be preferable for the watchmen
to be entirely
under the control of
the Naval Storekeeper, and to be paid
for by him - which would render
them
more useful and subject to his control than
if they were considered as part of the
Active Service of the Colony.
