The Board of Arbitration appointed to deal with the requisitioning of British ships by the Government in connection with the European war is drawn from seven panels, containing, altogether 40 members. His Majesty has appointed Lord Mersey to be l'resident of the Board of Arbitration and Mr. William Walton to be the Vice-President. Amongst the hipowners appointed on the Board are 'the Right Hon. Lord Inchcape; G.C.M.G., &c., and Mr. J. M. Shields (Peninsular und Oriental team Naviga- Lion Company). There are ning Govern mentominees, besides representatives of bankers, underwriters,, marine insurance companies, insurance brokers, and aver age, adjusters.

The latest Lologram-in-regard...16..the. wreck of the Bengloe mentioned in the Manila papers of Bunday last came from the first officer who reached Puerto Princesa a few days ago. The cablegram from him stated that the 2nd officer and six men had been picked up in a small boat 14 miles north of Brock's Point. The cablegram also stated that Captain Gay and 20 men are standing by the steamer waiting for assistance. While tentative preparations for salvage opera- tions have been made in Manila, nothing definite can be done until more particular information is heard from the scene of the wreck. Also instructions from Lloyd's in London will have to be received before the local authorities can go ahead with any salvage operations.

A London contemporary, says that the Nippon Yusen Kaisha determined to maintain a European steamer service for the public, notwithstanding that the com pany expect to do so at a Yers. The com- pany calls the attention of shippers to the importance of eliminating from their shipments anything inchided on the pro- clamation against export and also any thing that may be considered contraband of war. In view of the unsettled state of affairs at present existing, all freight engagements are expressly made subject to the following further condition :--" In the event of war or hostilities or warlike operations (whether existing at the date hereof or hereafter to arise) or the conse quences or apprehension of war or hosti- lities or warlike operations of whatsoever nature in the opinion of the shipowners or master affecting the normal working of this freight engagement this engage ment may at the option of the shipowners bi cancelled or the time for its perform ance extended until in the opinion of the shipowners or the master normal condi- tious again prevail." Also subject to force majeure.
