6. I have to instruct
you therefore that as ample
time has elapsed since the
bulk of the Town Lots in Victoria
were disposed of, so that the value of property may be considered to have found
its level, and Parties who
have retained their Lots up
to this period could hardly be entitled, on account of any change which may take place in their circumstances or views, to expect that they will be allowed
to surrender a part
of their property and obtain
a corresponding remission
of Rent, you should cause
it to be understood that
the Govt will be unable
to entertain further
applications of this kind
