One of the features of the Japanese naval manauvres to be bold in October next will be the use of aeroplanes and hydroplanes. The Japan Chronicle says that an attack will be made upon Kure by the enemy, the aviators being on the side of the invaders. The defenders of Kure will have the submarines instead of an aerial flect to assist them, and the task of these, vessels will be to prevent the enemy effecting an entrance to the Inland Sea Trials will also be made of 窳 new gun designed for attacking aeroplanes.
Promises occupied by the Yn Yuk firm of paper and cracker manufacturers, at 134, Wing Lok Street, took fire some time after four o'clock yesterday morning, and damage to the extent of $10,000 was caused. It appears that a long string of Chinese crackers had been lit on the bal- cony of the third floor in
new pricelebration of the opening of new premises, and it is believed that a quantity of burning paper from the crackers was blown into the second floor of the building where a large ply of crackers are kept, and this
quantity of crackers are kept, and thus
caused the fire. The damage is covered by

It seemed to him that legally Hongkong ought not to have registered the Company, and morally, even supposing they could have legally registered, they ought net The result was that people to have done so, registered the Companies and came up Shanghai to prey on the Chinese, and whereas in all civilized countries there was an Act by which people could be protected, yet when the Hongkong Administration launched the Companies on them in Shanghai they had no porer of protection, and it was only when an officer of the Company actually infringed the ordinary criminal law that they could The evidence given by the accountant, Mr. Almeida, of Messrs Lowe, Bingham MATTHEWS, who made an investigation of the books of the Company, Was to the affect that the total amount received on account of shares was Tls. 48,000. The Registrar of Companies in Hongkong had certified $92,000 was paid up, which showed that he had more information than witness and been able to obtain." Mr. ELLIS, who acted as legal adviser to the Company, mentioned that he had a good deal of trouble with this Registrar in Hongkong, which shows, at least, that the Registrar was at some pains to see that the obliga- tions the law imposes were fulfilled: "All the facts were laid before the Registrar." According to the evidence of Baron de MAGAR, the promoter of the enterprise, the Registrar gave the Dertificate on the strength of a statement prepared by the Secretary of the Company, Baron de Macar said he showed a pro- spoctus to the Registrar, convinced him that it bad never been published, and he accepter a statement in lieu of a prospectus. If the Hongkong authorities are able to justify | their action in regard to the registration of seam to be Company it would desimble that some public statement on the subject should be made. To say that it is scandalous that this Company should have been registered by the Hongkong authorities is very strong language for a Judge of HM's. The question of registering, as British, Companies which are not British is one which ought to be recon- sidered. We do not for a moment suggest anything ankind or unfair with regard to the management of the Company or that the management is not what it ought to be; but & Company registered under British law should certainly have persons who are subject to British jurisdiction. In a recent instance, the Judge of the Supreme Court pointed out the haphazard way in which the Hongkong Ordinanca registered Companies, andiu future at least it is neces- sary that something should be done to see that British Companies are more fully amenable to the control of British authorities." We agree, and in the case of so-called · Banks'' it is of the greatest importance that care should be taken to prevent British Banks falling into disrepute with the Chiese through the operations of such ventures as the British and Belgian Bank" being registered under the Hongkong Ordinance,
