APPARENTLY the International ference on the Opiam Question which assembled at The Hague on the 15th ult. is still sitting. A recent White Paper, pub. lished by the British Government, explained that the Conference was necessitated by the fact that the Convention drafted by The Hague Conference of January, 1912, had not been ratified by all the Powers represented thereat. Up to 31st December, 1913, six out of the forty-six Powers invited to sign. the Convention had not done so. Of these, three since then had promised to sign, the adhesion of a fourth (Austria-Hungary) was confidently expected, and only two Powers appeared to be really recalcitranturkey and Servia. The former is a large producer of opium in her Asiatic dominions, and declined to sign on "economic grounds" the latter, in whose newly-annexed ter ritories the opium poppy is extensively cultivated, did not reply to the representa tione made to her. It was hoped that means would be found either to bring these two Stutes into line with the rest of the civilised world or to neutralise their ob struction by measures excluding the opjum for other than medical use.
