On April 7th The Times published from its. Poking Correspondent a telegram adversely criticizing the prospectus of a French loan to China for £6,000,000 floated by the Banque Industrielle de Chine in Paris. The criticism was repro- duced in the Journal des Débats, and on April 10th elicited a letter to that paper from M. Pernotte, the managing director of the Banque, traversing the Correspon-off by sestrioting its borrowing powers dent's allegations--more particularly his statement, that the construction of a port at Pakow, which was one of the objects given in the prospectus of the lost, was a fantastic scheme doomed to failure, and that the proposal to undertake industrial enterprises in Peking was in conflict with rights already, possessed by existing Chinese companies.
