TANGIBE, April 20th The recent visit of General Lyautey, the French Resident General in Morocco to Madrid, and the extremely cordial reception extended to him there, should mark the opening of a period of colla boration and mutual good will and understanding between the French and Spanish administrations in Morocco. This collaboration has been, and is, much needed, but so far, in spite of official declarations to the contrary, it has been noticeable principally by its absence. At one time the Spanish authorities in Morocco declared that whatever native policy they might pursue they would certainly not follow the method of the French They did not realize that what mistakes the French made and they were remarkably few were quickly rectifed, and they preferred to experiment rather
