2. After a full consideration of the circumstances of this case as explained in your despatch of the 27th January last and your present despatch, I have arrived at the conclusion that W. Parker is fairly entitled to be repaid the amount in question;
I have the approval of the Secretary of State to convey to you my sanction to the Colonial Treasurer placing a charge on the Colonial account for the amount.
3. With regard to the case of Mr. Tarrant, which was alluded to in the Despatch of Sir John Hurrell to which I have referred and on which I requested you to furnish me with more full particulars, I regret to find in the Papers you have forwarded but little additional information. I gather, however, from your despatch and its enclosures, that the prosecution against Mr. Tarrant was abandoned.
