has hitherto been reserved,
till works of greater urgency should have been first
completed.
The Lords Commissioners will observe from Earl Grey's despatch to Mr Bonham dated 21 September, copy of which
has been communicated to
them, that this Government
has been directed to reduce
the total expenditure of the Colony and especially
that

that incurred for Public
Works, but has not been
instructed, which works in
particular
are to be postponed. To the conditions
thus laid down, the
execution of any
Estimate
which Her Majesty's Government
may
now sanction
for whatever purpose, will
reciprocally be subject, and
it does not
appear
to Earl Grey that
any further
interference with the discretion of the Governor is
may
required, but that he be properly left to decide,
