My Lord,
Victoria, Hong Kong,
24th July, 1848.
I have the honor to report the return of Mr Inglis, (the Registrar General), to this Colony from leave granted to him by Sir John Davis, and to enclose Mr Inglis's statement with regard to his having overstayed his leave three months and a half beyond the period previously applied for. In consideration of the reasons stated by Mr Inglis, I do not attach blame to him, as he appears to have been delayed by circumstances over which he had no control, and I therefore trust Your Lordships will sanction his receiving half salary during the whole time he has been absent.
The Right Honorable,
The Earl Grey,
