No 27 of 25th April.

Colonial Office, Victoria, Hongkong 18th July, 1868.

I am directed to forward for your information copy of a Despatch from the Secretary of State for the Colonies to the address of His Excellency the Governor, on the subject of Mr. Frotter being permitted to draw his salary as Judge's Clerk during his absence from the Colony, and to acquaint you that as Mr. Frotter was not removed from that situation, but declined to serve under the Provisional Judge, His Excellency is of opinion that Mr Frotter is not entitled to any salary from the Government Funds during the time Mr. Pollard was performing the duties of Judge's Clerk.

His Excellency is further of opinion
