salt and petrolenm is declared to be, A Government monopoly, The Proclama tion names twenty-three metals, twenty- eight minerals, and ten sorts of clay
which may be mined by private persons. Mining is prohibited in close proximity to the Imperial mausoles, trading plaçes, public places, parks, monuments, rail. ways, drainage works, forte, fortifica tions, military depots, naval ports. If foreigners, have a share in mines, they must first produce credentials from their respective Ministers.
