While the feeling in the City is improved as to this commodity, there are much fow who do not express cautious reservA- tions in regard to it, and add that the wild boon of a few years back is not likely to be equalled. There is a curious difference, I am told, between the specula tion of the City man and that of the Society woman. The former takes n small profit when it offers, and then seeks fresh Golds for his money the latter seldom takes a small proft, but hangs on to her shares till the profit is either big or is wiped out altogether.
THE RUMOURED CABINET DISSENSION. Despite all the talk about the dissension between Mr. Lloyd George and Mr. Winston Churchill the two have been much together these last few days, apart from their official meetings. On Saturday they played golf on Walton Heath and on Sunday the First Lord of the Admiralty bad tee with the Chancellor. It is confidently asserted that the former has won his way, as to keeping up the Navy, in the Cabinet Councils. With equal conviction it is asserted that Sir John Fisher approves the policy of Mr. Churchill and considers it adequate which the Conservatives do not. Jackie Fisher," she is called by many, still exercises a big influence at the Admiralty, and for him. Mr. Churchill has profound

THE FUTILOFF AFFAIR
The Patilof affair throws another side- light on the international working of the armament manufacturers. Krupp firm, it seems in some way or other The big did seek to secure an interest in the Putiloff works, though the innocent Russian Government did not know it, and would in any case have refused to recognise such a development, but now it is asserted that the faithful Fruch people will step in and supply any money that Putiloff's may need. All will be well for the works, therefore, but it leaves France uneasy as to why her ally almost let her rivals secure control of the manufacture of munitions in the empire of the Czar. That would have brought international arinsment relations to their worst form s firm making armaments for both of two great countries which suspect artd fear each other
The incident is interesting in the way it indicates how these firms get their books Becretly interlaced in many countries. Incidentally it is of interest for China, seeing that some German papers have openly asserted that Krupp's are sub- sidising several of the Chinese newspapers in order to create favourable German sentiment.
In this case had Krupp's succeeded in gaining control of these works, it would have paid them to foment as much discord as possible between the two countries Germany and Russia since they would have earned rich dividends in both. The parallel is to be found in the letter written by Alfred Krupp, then head of the firm, to Napoleon III, almost on the eve of the Franco-Prussian War, offering to supply the French
army with

The French Creusot firm of Messrs. Schneider, who have a long standing con- nection with Putiloff, and Messrs. Krupp are old friende, and they as often co- operate as the contrary. Dr. Liebknecht, in his famous revelations in the German Reichetag, concerning.
the Dillinger Armour Plate Works-on the board of which is a Lieutenant-General. Schubert, an official of the Prussian army and a son-in-law of the late Baron von Stumm,. a capitalist friendly with the Krupp's- showed that these men are associated with a number of Frenchmen, of whom one at least, Count Eugene de Waldner, s lieutenant of the reserves of the French army and a former Secretary of the French Embassy, is connected with the Creusot firm.
There is a broad cosmopolitanism of course in the manufacture of armaments nowadays. Though Mesars. Vickers have disclaimed any interest in this Puliloff affair, they control in Russia the Nicolayeff shipyards, for the reconstruc tion of the Black Sea fleet; at the same time, they are associated with Armstrongs in the reorganisation of the naval arsenals and dockyards on the Golden Horu. Constantinople. With them at Nicolayeff are associated three firms, of which one is Schneider of Creusot Another British firm, Messrs. John Brown & Sons, have taken over the Baltic yards, where four dreadnoughts are being constructed for the Russian Navy.
