REPORT OF THE MUNICIPAL · COUNCIL FOR 1015.
The following report was laid before the recent meeting of the landrenters and ratepayers of Shameen:
The Council beg to lay before rate- payers the following report for the year 1913 with the accounts duly audited, and to submit estimates for the year 1914.
Revenue -The sum of 834,604,65 has "been collected during the year, showing an increase of $6,066,30 compared with that of 1912, and an increase of 23,520.65 on the estimate.
This increase is mainly due to the additional 1 per cent, tax-to meet the cost of the Water Works-beavier wharf ago dues and fines, and an amount of $1,070.50 being the surrender value of the late Police Superintendent Brimble's Life Policy
Expenditure-The sum of $20,981,97 has been expended on all accounts, which is, $3,975.87 more than the expenditure dur ing 1912, and $1,718.03 less than the estimate, e
Police-The Force now consists of Superintendent Alison, Consular con- stable G. H. Williams, who by kind permission of HB.M.'& Consul-General, has acted as assistant superintendent since lat July, 1913, sergeant interpreter Ab You and his assistant Ah Koa sergeants" and 30 constables. The Force. has, during the year, been augmented by assistant superintendent Williams, asais.. tant interpreter Ah Ko and 3 constables, and the Council consider, that the Force is now adequate. Two constables were discharged for misconduct, otherwise the Force has given general satisfaction. Cases dealt with officially number 90 as against 127 for the preceding year. During the year six succesful raids were
gambling and the majority of the offenders were handed over to the Chinese police authorities to be. dealt with. Opium amoking and gambling on the concession have, to a large extent, been stamped out, hat there are still one, or two compounds under suspicion, end police vigilanco in this direction is there- fore still necessary.
Water Supply. The mains and the most portant part of the water plant were completed in July, and water has been supplied to the cominunity since the begin- ning of August. The whole installation is now complete, and the system is work ing very smoothly and has, in the opinion of the Council, fully justified the expen diture - The water has, at times, been slightly turbut after heavy rains, and an apparatus has since been added to the plant which should obvinte this in the future. Samples of the water have been tested by the Hongkong Government analyst and bacteriologist, and results
