When the scheme of the British Univer- sity of Hongkong was first mooted, the patriotic Viceroy of Canton sent dispatch to the chief. officials of the various Government Bureaux under his jurisdiction. He used these words:
The teaching of applied science, includ ing civil, mechanical and electrical engineering and surveying, meets the present and most urgent needs of our country." During the last 18 months, the writer has travelled nearly 35,000 miles across Canada, through Arizona and California, in Japan, in China, Korea, the desolate wastes of Siberia, Russia in Europe, and the wonderful industrial centres of Britain. The outstanding impression is the remarkable effects of applied science work. Unless a man believes in what he is doing there must bo failure. Unless an engineer believes in the humanising results of his work, ho. will have no faith in it. Some of us think that the white man's burden" i a thing which is real, a duty which must bo cheerfully accepted. The reply to the the tide of scientific progress by the short-sighted individuals who would stem reitoration of the word "Materialism," is the humanising result of the Empire work done by engineers and clean administration in Egypt, India, the Straits Settlements, and other parts of the earth.
After one year we are able to show tangible results in Hongkong, but there must be no illusions that all is now Anished.

A GALLANT WEIHAJWEI BOY,
The Roayl Humane Society's bronze medal has been presented to Master Cecil |J. Bickle, nine years of age, the son of well known residents of Weihaiwei, for gallantly going to the rescue of a little comrade ju danger of drowning, Sir James Stewart Lockhart recently pre-. sented the medal at a little ceremony at- tended by a large number o
of mainland and island residents.
Bir James gave an account of the man- ner in which Bickle distinguished himself and of the steps which were taken towards due recognition. On the afternoon of Wednesday, October 8th, Bickle and two little friends, Rawdon Brown and Harry Brown, aged respectively ten years and four years, were playing together on a stone pier, when Harry Brown fell inte tho sou.
After seeing him struggle for a moment in the deep water and sink beneath the surface Bickle, without the slightest hesitation, and without removing his clothing, jumped into the sea, placed an arm round the sinking boy's neck, and attempted to swim with him to the beach.. At this moment a coolie noticed that the boys were in danger, his attention being attracted by the shouts of another boy standing on the jetty. He ran to the spot and waded into the water. The boys were | below the surface, but the water was clear and he was able to see them holding.on to each other...... At this spot the water reached up to the coolie's neck, but he was able to take hold of both boys and garry them ashore. They were exhausted, but recovered soon and were able to, walk to their homes.
The incident was brought to the notice. of the Royal Humane Society by Mr. W. E. Dickenson, engineer of H. M. Tux Hesper and his recommendation was supported by Commander A. E, House, R... who observed in his letter that the action of Bickle was recognized by the. community of Weihaiwei as very plucky indeed. The Society readily granted the of honorary bronze medal as a reward for the boy's display of courage and humanity.
