while, the Central Government has taken the more effective measure of sending to the Province a body of trained troops more capable of doing the work. Many of the missionaries have narrowly escaped losing their lives. As far back as October last the White Wolf" held five adulte and three children to ransom in the city of Tsaoyang, which he converted into a shambles, somė two thousand of the inhabitants being murdered by the robbers, and at the present time great apprehension exists regarding the fate of missionaries stationed at Kwangelian-haien and Kwang- chao, two of the places which the brigands have recently taken. That conditions
like these should have continued for so long is highly discreditable to the Government, and it is a noteworthy cir cumstance that the Central Government has been moved to take effective action only in consequence of the pressure brought to bear by the Legations in the interests of foreigners living in the regions where the "White Wolf" is operating.
