cannot possibly last long, and is at best but a makeshift Ministry It is indeed unfortunate for France that the now Cabinet is so weak, for it is destined to do the country more harm than good, by doing all the political good work of the late Barthou Cabinet which M. Jaurès and his Socialist friends overthrew auti of revenge M. Douergue and his die ciples are not the sort of politicians that new France wants; the new Premier does not care o pia for the friendship of Great Britain, heing strongly in favour Franco-German rapprochement at of a the expense of the Entente Cordiale, This pro-German triumph is not at all; ròlished by the French--hence their indignation. The late Barthou Cabinet, if unpopular, was nevertheless composed of the right sort of men, whose departure from office is now, sincerely regretted. This remark particularly applies to M Pichon, the Minister of Foreign Affairs, and whose place has been taken by M. Doumergne, the Premier, who is not fit for such a responsible, position, as past experience proves. Taking these, things. into consideration one. can realise the great anxiety which prevails in France, on account of the composition of the new Government, which is regarded as nothing more or less than dangorous. France feels humiliated by the political change and she has every reason to feel so at a time when she ought to be morally and ysically strong, her destiny has icon placed in the bands of men who are in the main ignorant of their duties. The naval and military outlook are not pro mising while the new Ministry remains
