My Lord,
OCT 2 1848
17 Victoria, Hongkong,
WAY 15th July, 1848-
I have the honor to report to your Lordship that 20 Chinese Convicts of transportation were on board the Ship "Mor" on their way to Penang on the 28th May last.
Tenders for this service were called on the 28 April; and the only offer received at the Colonial Secretary's office was that of Messrs Sardine Mathecom, a copy of which is enclosed. I therefore accepted the same, being at the rate of $60 per man; and ordered an agreement to be entered into between the parties tendering and the Harbor Master. A copy of this Agreement is attached.
The Right Honorable,
The Earl Grey,
