GREEN OLD AGE
Assured by the Occasional Use of Dr. Morse's Indian Root Pills.
To reach a green old age and enjoy good health can only be obtained by the care of the system. It is from the little irregularities of the system that the common ailments arise, and nature gives many indications of the approach of these complaints which, if treated at once, may be warded off. Growing old It ought not to mean growing weak and feeble. does not mean weakness or feebleness for those who eat with a good appetite and sound digestion. It is of the utmost importance that old people should retain the power to digest and assimilate food, which is the sole source of physical strength. When age brings feebleness, it is generally because of the failure to assimilate the nutrition contained in food. To those in declining years who find that Nature responds less readily to the demands made upon her, and who need a mild yet searching remedy to keep their system in proper working order, there is nothing like Dr. Morse's Indian Root Pills. They are perfect Blood Puriler and a positive and pornmacht curo for Biliousness, Indigestion. Constipation, Headaches. Sallow Com plexion, Liver and Kidney Troubles, Piles, Blotchies, and

China would lose the whole of the likia and transit dues new collected on foreign goods. It is obvious that, even if there were not insuperable obstacles on other grounds, this must always stand in the way of a general opening of the whole of the country until China is in a position to collect one duty and one duty only-12 per cent, or whatever it may be-on foreign goods at their port of entry, and then leave them free to move to any part of the country without furtier restrictions or taxation.

Nor can it be safely asenned that the Peking Protocol will necessarily prove an adequate protec tion against this danger, unless it is fortified by some other Agreement: the Protocol provides merely that "Settle ments... shall be provided," and says nothing as to who is to have the deciding voice in the selection of the Settlements. The question of opening new ports is bound to arise, too, sooner or later, and then the conditions under which they are to be opened will be an important point. There is, of course, a Treaty right, under -the (Japanese) Peking

But the most important aspect of the Treaty Ports is, after all, the commercial, Theoretically, they should be centres from which imported foreign goods can eir- culate freely throughout all the country served by then, and, conversely, which draw native produce freely from the whole of their trade area for foreign export. Foreign gouds landed at a Treaty Port should be able to circulate without restriction after the whole of the dres-import and transit-bave been paid, but the limitations of the transit certificate system, and the frequency with which it is violated by officials in the interior, have greatly impaired the effi- ciency of the Treaty Ports in this respect At present it may be said that, in many cases, the Treaty Port is little more than a bonded warehouse and the import duties Dere registration fees, and that, except through limited areas where foreign influence is so near at hand that violation of transit passes is scarcely safe, foreign Sniported goods circulate only on the same. footing as native produce that has paid no import duty, while the power of Treaty Port merchants to purchase goods from the interior for export is even more limited, The Treaty Ports will never attain their full commercial developinent. until either the state of Chius makes it passible to rely on transit passes being |

│Dr. Sun's suggesting of throwing open the whole of China to foreign trade and residence was very premature, and no idea of that sort can be considered as within the sphere of practical politics until, no matter what reforms she may have accomplished in other directions. China has put this whole question of internal taxation on 2 proper basis. If

At the end of the nine months, it is thought that armber of the students will pass an examination equivalent to that of third mato at Home, and all going well it is hoped to place them on board Chinese steamers, All the students at the College are of good education, possessing an acquaintance with English, and this & good class of men for officers is assured. At the same time the Chinese officials most interested in the scheme do not hestitate to admit that foreign captains: will for. long be a necessity of the case. For the time being the most that can be aimed at is to lay the foundation for the officering of Chiness ships by Chinese. It is thought that a start can best be made by placing them in subordinate positions.
