HE question of Railway construction

In view; however, of the necessity of adopting a sound and compre housive Railway Policy for the entire country, the Ministry of Communicatious hap decided to invite the Public--Chineso al Fornign--to sub- mit proposals and schemes on the subject to ba communicated to tho Ministry on or before December 31st, 1913, and prepared in accordance with the following rules.
