HE question of Railway construction
consideration of the Ministry of Communica tions for several years; and in certain directions progresa has been made. In view; however, of the necessity of adopting a sound and compre housive Railway Policy for the entire country, the Ministry of Communicatious hap decided to invite the Public--Chineso al Fornign--to sub- mit proposals and schemes on the subject to ba communicated to tho Ministry on or before December 31st, 1913, and prepared in accordance with the following rules.
The rules are as follows:
4. Proposals must be accompanied by mapa with letterpress in the Chinese language as well as in a foreign languago if desired.

D. Froposals should be signed, with the address of the writers attached. Proposals, including maps, rejected by the Ministry will not be. retarned, and no rewards will be given for same. The Ministry will not be liable for sums spent in postage and preparation of
maps.
E Maps, and statements acepted or unaccepted
will have no effect on the Government.
F. The following directions for transmitting
proposals to be observed:
