THE HONGKONG DAILY PRESS, MONDAY, DECEMBER 15TH, 1913,

question Railway construction throughout China has hoen under the consideration of the Ministry of Communica tions for several years; and in certain directions progress has been made. In view, however, of the necessity of adopting a sound and compro hensive Railway Policy for the ontire country, the Ministry of Communications has decided invite the Public Chinese gail Foreign-tosub mit proposals and schemes on the subject to be communicated to the Ministry or or before December 31st, 1913, and propared in accordancs with the following rules.

The rules are as follows:

A. Proposals must be accompanied by maps with letterpress in the Chinese language as well ne in a foreign language if desired.

(1) Take the map of Asin on a scale of about

2,000,000 to I and traes all the projected lines and insert necessary explanaticus. If no such map is available then the rasp of China (nearly 2,000,000 to 1 in com- parison) issued by the Commercial Press may be used for this purpose,

In the iday? all existing Railway lines in China in operation er in eourse of con straction or in projection should be distinctly shown.

(3) Directions and routes by which the Sonth and North-West of this Country can be Baked with the Railway Systems of Enrope, India and other Countries should be shown in the Map.

The object and advantages of all Railway lias extending to other Countries should be explained, and the extension and improvement of those lines inside the Country should also be explained.

(4) The object with which the Railway ines

are divided into main, branch, or con necting lines should be explained.

(5) Indicate the relations between the pro- jected lines and the lines of the World. (0) Indicate the relations between the pro- jacted lines and the lines already con- kiructed in this Country.
