RULES FOR THE CLEROY.
There are a fer regulations I should like to commend to you.
I wish to maintain the rule made by my revered predecessor that candidates for Holy Baptism as a general rule be firet admitted as Catechumens and that they receive at least six months definite and systematic instruction before baptism. When persons have been well instructed in some other Diocese and come with commendatory letters or are resident in an educational missionary establishment 1 would not enforce the rule, or, of course, in the case of Cabochumens or others who are seriously ill, but all other cases should be referred to me
During the last three years the returns you have kindly sent to me indicate that 720 persons have been baptised. a adults, and many of them have subsequently been confirmed, but it does not appear thint there has been a corresponding increase in the number of persons attend. ing the Holy Communion. This may be partly accounted for by the fact that the unsettled state of the country has rendered The Edinburgh and its continuation

I am sometimes asked, should we join in the Holy Communion service with those of other Churches? My reply is, if they present themselves as temporary Christian guests at our Churches in our ordinary celebrations, and respond to the Exhortation to those who truly renent and are in love and charity with their neighbours, of kneeling round the Holy Table with as, I dan not enjoin you to expel them because you suspect that they have not conformed to our rule con- But if it is cerning confirmation. corporate communion for all sorts of Christian sets that you are asked to take part in, I are bound to tell you that I have not authority as an individual Bishop of a

the highest corporate communion as possible act of Christian fellowship open to us on earth, and I do not think our Lord offers that to us as long as we continue in our unhappy divisions. It will be the sweetest fruit of reunion, but we must wait awhile before it is ripe To snatch at it now would, in my opinion, be to retard rather than to accelerate reithion.

THE DUTY OF THE CLERGY,
As a rule it is more convenient for the baptism of infants to take place at a separate service, and the admission of Catechumeus at yet another service Pastors should not shorten the morning prayer for the sake of baptisms or for the admissions of Catechumers without my permission. God-parents should be care fully chosen; they should be approved and specially instructed by the Pastor,
NEW CHURCHES.
It has been a great joy to me to see fourteen new Mission Churches or Halle opened. Some of these were formerly Ancestral Halls, and are now handed over to the Church, and some have been newly built.
I remind you that all plans for new Churches, additions to existing ones, designs for Church furniture, ornaments. inscriptions on mural tablets, etc., must be approved by me before the work is put in hand. The question of the tenure of! Church property is receiving my atten. tion. The Church Missionary Society has expressed its willingness to convey to the Chinese Church, St. Stephen's Church, Hongkong.
The English and Chinese Church Bodies are incorporated to hold property in the Colony, and I hope the Synod will appoint a Diocesan Board of Trustees that can hold the property of the Church
