REPORT OF SHANGHAI COAST INSPECTOIL

NO REAL VALUE TO SHIPPING. Early this year some correspondence passed between the Treperial Merchant Service Guild and the Foreign Offica relative to the establishment of a light, or lights, in the vicinity of the Paracel Reefs, in the China Sea M. L. A. W. Brooks, the honorary agent of the Guild- at Saigon, now forwards more correspond. ence and expresses the hope that naviga tors who are familiar with the vicinity of the Paracel Reefs will put forward any comments which they may wish to make in connection with a report of the Coast Tuspector at Shanghai. The last letter from the Foreign Office is in the following terms

S1-As you were informed in the letter from this office of the 14th it.; Secretary Sir E. Grey referred in due course to the proper Department of His Majesty's Government your letter of January 8th urging again the desirabury of a light to assivt navigation being established in the vicinity of the Paracels Reef, China Sea.
The Board of Trade have now-informed Sir E. Grey that they still consider that the erection of one light in the vicinity would not be of real value to shipping and that the east of the erection of suff cient lights to ensure safety, to navigation in the neighbourhood of the reef would be very great.

From the reply of the latter, a copy of which is enclosed berewith, you will observe that i ho confirms the view expressed by the! Board of Trade that no great assistance would be rendered to navigation by the erection of a light in the neighbourhood; of the reef Yours, ete., W. LANGLEY.
COAST INSPECTOR'S REPORT: The report of the Coast Inspeelor, Shangha, referred to above, says:-
The Paracels consist of groups of reefs. a few of then having low islande asso- ciated with them-enclosed within an area- of 78 miles in a north and south direction and 9 miles in an east and west direction. This area lies directly in what, in the. absence of the reels. would be the trick from Singapore to Hongkong. The usual track is some 40 miles to the eastward of the Paracels, ie between the Paravels and the Macclesfield Bank. The track to the westward is slightly longer and the currents there are stronger. Far vessels Bugun south the traps to pass the Paracels straight one and in length about ou it miles from Hongkong, and no difficulty is involved.

Vessels bounil north frou Singapore have to alter course when (20 miles distant from that port, and have then to shape course to pass the Paracels, then 420 niles distant In this case there is ample scope for a low-powered vessel to be set suficiently out of her course by currents to make the Paracels ahead. The lighting of the southern approach to the Paracels is therefore undoubtedly a desideratum. When, however, one comes to consider the means by which the lighting can be effected, what are practically insuperable difficulties are found to exist. The length that requires guarding is one of some 80 miles. To the extreme west is. Triton on which a light could be Island, established at probably a not inordinate cost. To the extreme east is Bombay Reef, with no island associated with it and on which the erection of a light in that typhoon-infested locally would be an enormous engineering undertaking, cost-
ing an enormous, sum.
