China recently invited the Powers to revise the tariff on imports and to make the duties un effective 5 per cent. The British and Americans are bound by treaty to revise, the tariff, but similar arrangements with other Powers are non- existent, so that revision by Great Britain and America would be useless owing to the operation of the most-favoured-nation clausu: Thus, while the request for revision is reasonable. in itself, none of the Powers appears to be willing to consider a departure from the letter of their rights, owing to the treatment which their trade is now receiving in China and for various other reasons.
HEALTH OF THE MALAY STATES.
The modical report for the Federated Malay States for 1912, by Dr. C. L. Sauson, the Principal Medical Officer, has been issued as a supplement to the P.M.S. Government Gazette. It contains, among other things, some interesting particulars of the work of the Mulasin Advisory Board, which was appointed for the purpuse of advising the Government in the carrying out of a general campaign against malaria, the neecusity for which had become argent. Dr. Sansom, Bays:- Ravines drained by the ordinary methods of open drainage invariably contain large numbers of the most dangerous anopheline mosquitoes in the Malay States. Flat land and swamp drainage presents no technical difficulties, but the thorough drainage of ravines economically was an unsolved problem. The problem was a most important one and upon its successful solution depended the application of drainage as a radical anti-malarial measure to Kill-land. problem has been solved and the experi- ence gained has made it possible to carry out work with the certainty of immediate
success.

The system employed was that of pipe drainage, in view of the satisfactory results which have been obtained in Panama. It may safely be claimed. Dr. Sansom says, that general malarial intee. tion is now non-existent within the area which has thus been drained in Kuala Lumpur.
