Campbell who came out here about a year ago and preceded to Calcutta and is now in fair practice there as a Barrister, and who was educated and practiced in London for some time, I have written to by this mail - and if he will accept the acting appointment I feel persuaded from his legal attainments and experience that he would be an able Low as he has made Mercantile law his chief study. I know some time ago he was desirous of being employed under the Queen's Government and if that desire continues I think it probable he would accept the acting appointment, and take the chance of being confirmed if he should accept.

I have desired him to proceed forthwith to Hong Kong if he accepts. If not, I hope to be enabled to inform you of his determination by next steamer. Should he go to Hong Kong and not be confirmed, I think it but reasonable and just that his expenses in going and returning should be allowed him.
