Under the circumstance I believe that no person is more competent than Mr. May to test the correctness of Mr. Caldwell's assertions.
I have pleasure in being able to prove the truth of the last paragraph of Mr. Caldwell's letter. He has been immediately and constantly under my notice in his public capacity, since he entered the Government service, and as far as my knowledge extends, has performed his duty faithfully. He has talents which duly exerted and coupled with correctness of conduct, may make him a most useful and respectable Government servant.
