THE CHANNEL TUNNEL.

THE OPINION OF A PRENCH ENGINEER.

M. Sartiaux, chief enginoor of the French Northern Railway, and adminis trator of the French Channel Tunnel Company has given his views on the proposed tunnel to the Echo de Paris. He seems to think that opinion in England has changed in favour of the Beheme: He regards the sea passage as a great obstacle to closer relations not only betwon England and France but between England and the whole of the Continent. In support of this view he quotes statistics of the year 1911 in order to show that the development of passenger traffic between England and France is much more restricted than the corres- ponding development between France and Germany or France and Belgium, in to the combined populations of the tuantries concerned. In 1911 there were 2,808,011 travellers between Franco and Germany and of a combined popula tion of 100,212,000. There were 4,364,540 travellers between France and Belgium and Holland out of a combined popula On the other hand, tion of $2,820,000.

He draws the same conclusions from the statistics of international trade. Between 1904 and 1911 French trade with England increased from £88,760,000 to £116,920,000, or about 30 per cent. During the same with Germany period French triste increased from £47.090,000 to £81.400,000, or an increase of over 70 per cent. Moreover, up to 1911 10,000.000 tons of a total of 12,543,140 tons of goods exchanged between France and England consisted of coal. Con, thereforo, represented about 90 per cent of the total tonnage of Anglo-French trade. The con clusion drawn by M. Sartianx is that taunel is an economic necessity.

From the strategie point of view M. Sartianx considers that, apart from the facility with which the tunnel eld he flooded or blown up, there would also be on both sides of the Channel great open-air viaducts as approaches to the tunnel in the cliffs, and they would form Fexcellent targets for the British Fleet.
