Hongkong, 18th May, 1842.

I have the honor to request that

you will lay before His Excellency the Governor the following detail of facts.

On 25th August 1846 I was officiating as Chief Magistrate of Hongkong.

On the

evening of that day, after my Office

had been closed, I received from the

Colonial Secretary a note

ordering me, in

the name of Sir John Davis the then Governor,

to arrest three Portuguese felons, said to have absconded

from Macao and taken refuge here. The

note enclosed a second letter from Sir John Davis

urging immediate seizure, and an official letter from the Governor of Macao, a copy of which will be found in enclosure 1. I issued a warrant, in consequence,
