What Mr. Hemmerde said at the land taxers conference four years ago Mr. Lloyd George repeated in another form in the House of Commons last night.
He was discussing a Unionist proposal" to reduce the tea duty-at present Ed. a pound on all tea-to 3d, a pound on tea grown within the British Empire.
This attempt to encourage the growing of tea in India, and the consequent employment of a host of Indian subjects of the British Empire in a remunerative occupation, brought up the same old stupid Free Trade reply from Mr. Lloyd George, that we must not disturb the trade of the poor foreigner.
Lord Wolmer (U., Newton), who moved the an.endment, said that it would cost time revenue about £2,000,000 a year, but if the Unionist party were in power they would make the deficiency good by Tariff Reform.
The tax is far too high for an article which is in general consumption among the poorer class of the community," he said.
The amendment would not only givo a preference to our own people in India and Ceylon, bitt make a step towards a free breakfast table.
The tax on the people's tea does not help a single industry," he added, "but is a pure, unalloyed tax on the food of the people. My proposal would have the effect of reducing the tax on nine-tenths of the tea consumed in this country."
Mr. Lloyd George, in his beet Free Trade manner, replied that 260 million pounds of tea are imported yearly from within the British Empire, and thirty-six million pounds from other countries, chiefy China. He opposed the amend- ment because it would be a preferential tariff against China.
The noble lord proposes," he added, that the best customer of the county bo represents (Lancashire) should have a preferential tariff raised against it.

It will be known that officers in the Far East may receive their pay in local currency, or have it paid in sterling into their bank accounts at home. They can exercise this option as often as they like. In practics they have taken the whole in local currency on a rising silver mar ket. In the former case they have made a substantial profit by obtaining sterling payable in London through the ordinary exchange channels, and in the latter have obtained without loss by the same means as much local currency as is needed for expenses on the spot.
