THE CUTTING OF FREIGHT RATES.

THE HONGKONG DAILY PRESS, SATURDAY, AUGUST 30тa, 1913.

The last monthly report of the Calcutta Chamber of Commerce says 1———

During the month, the committee had before them a request, from the Bombay Chamber of Commerce, for an expression of option up a representation from the Bombay manager of the Nippon Yusen) Kaishan this subject, The following naserliung were made in the representa tion, namely:

(a) That the subsidy recrived by the Nippon Yusen Kaisha from the Japanese Government is only for the maintenance of special lines uniter mail contrnets.

(4) That the Calcutta line of the Nip. pon Visen Kaisha is not among these Special lines, and that consequently it receives no subsidy.

In dealing with the statements, the committee pointed out that, so far as they con ascertain, the amount of the subsidy mitch too serious la in regenteil asere paid by the Imperial Japanese Govern inconvention. When I took my ten in theinent to the Nippon Yuseat. It follows therefore tut, even if the steamers work at considerable loss, the subsidy still Publes the company to pay a dividend. An annual subvention on such a scale is clearly not a mail subsidy. It must be for the purpose of enabling the company i to compete with foreign companies, and to extend Japanese trade. As regards itarems to be merely a technicality to say that the subsidy does not cover For obviously it is the Calcutts line. suficiently heavy to enable the Nippon Yasen Kaisha to run such a line even at a luss, in answer to (r) the coramitter said that the subsidy paid by the Government of India to the British India Steam Navigation Company is 10 lakhs. This sum is granted specifically for the pro- vision of regular, ferquent and fast sailings on sixuen lines the trade on which would not, it is admitted, suface lo maintain vessels equal to the postal requirements. The subsidy works out to less than 18. per mile; and it cannot be compared with the enormous stan paid to the Nippon Yusgn Kaisha by the Japanese Government. Moreover, the other British companies in the Indian coasting trade? are not subsidised by the Goveriment of India at all. With reference to (7) the omuitter quoted cases where rates lower than those charged by the British lines have been introduced by the JapanesC

UNCLAIMED TELEGRAMS.

Jed that no reference was made by the etepany's Bombay manager to the fact that, by the Japanese navigation laws, British steamships are precluded from earrying passengers, or goods from one Japanes port to another. It was aggued in the letter that the Nippon Yusen Kaisha are entitled as of right to parti cipate in the indian coasting trade. But no explanation was offered as to why, it this is so, the British lines are not similarly entitled to participate in the The committee Japanese consting trade. suggested to the Bombay Chamber that the attention of the Nippon Yusen Kaisha should be pointedly drawn to this omis sin, and that their views on the subject

should be invited.

Large sums gained on the Turf were mentioned in the evidence. It was stated that Frank Wootton, the jockey, who is only nineteen years of age, had $31.000 invested in Australis.

42

Sensational suggestions, regarding the palling of horses and betting on other horses in the same races were again made, and denied by Mr. Wootton. He said it was untrue that he won £40,000 over the success of Malua in the Cambridgeshire of 1907,

Mr. Dick Dawson was asked by Mr. Justice Darling, "Is a lot of this bumping and foul riding traceable to the fact that the jockeys are now riding, like mou- keys He agreed that this was so, and suggested that jockeys should be pelled to ride with longer leathers.

They would then have more control their horses." he said.

and there would not be nearly so much fouling.

The Stewards remarked the jud could say to the jockeys, If you do ride longer, you won't ride long.'

The Hon. G. Lambton also supported this view. He added that races were now run faster than they used to be, and the- tiredness of the horse was partly to blame fur bumping."

Another interesting point discussed was the running of horses when they were not ft. Mr. Edward Hulton, the owner, contended that it was justifiable to do this in order to get the horse fit.
