It is also provided that a weekly Return of Punishments should be submitted to the Governor under the proposed Ordinance; and under these restrictions I venture to recommend that the Ordinance be sanctioned.
For the other offences provided under this Ordinance, and which must be tried with fine not exceeding 50 Dollars, and to order amends to be paid not exceeding 50 Dollars. The power of awarding amends is essentially necessary; otherwise, a party ill-used has no means of obtaining any personal recompense, except by entering an action in the Supreme Court.

Section No 9 empowers any Magistrate to dispose of cases of Assault and Assault and Battery without intention to commit felony, and to punish offenders with imprisonment. In this place, out of one hundred cases, not be the injured party would not have the power of doing so from want of pecuniary means to cover the action. It is the frequency of this offence that has induced me to propose that it be adjudicated on by a Single Magistrate.
