With reference to the Estimate, I consider, it is framed too low in many of the items, particularly in the Plasterer's and Carpenter's work, and I conclude the Estimate and Specifications are offered merely as general ones, previous to specifications and working drawings being framed in more detail, for the contract to be entered into for the service.

Despatch N. 29 of the 21 February last, Marine Lots 29 and 30 were recommended by Sir John Davis to be given free of rent to the Houghing and Canton Steam Packet Company - the particulars and Correspondence connected therewith are already before your Lordship...

On the 12th Ultimo I received a letter, copy of which is enclosed, from Mr. Campbell, on behalf of the Steam Packet Company, applying Marine Lot 164 in lieu of the two above-named... It is necessary to inform your Lordship that Lot 64 - now referred to, is the same lot applied for, as described in the 5th Paragraph of Sir John Davis's Despatch.
