The two areas felled near the Aberdeen Paper Mills and west of the village were sown with pine tree seeds.

"If overinsurance is a practice in Manila, the board is entitled to know it, and the proposed ordinance would be the most effective way of disclosing the real state of affairs. But in this connection it is to be noted that such an ordinance, while it might possess a tendency to make insurance companies more careful, does not strike at the rout of the evil. If everinsurance is a practice in Manila. and circumstances would indicate that it is, then something should be done to correct the situation, and in the absence of legislative action it would become the duty of the board to take proper mensures to protect property in the city and provide for the safety of the inhabitants. The question is a very implicated and complicated ote, however, and it is suggested that a careful investigation be made as to the probable effects both of this ordinance and any other action which
