I have the honor to acknowledge
the receipt of Your Lordship's Despatch. No. 10 of the 4th February last, enclosing a Memorandum from Lieutenant Colonel Tebb, which reached me by the mail on the 22nd of last month, and of the further receipt, on the 18th of this month, of the suggested alterations to the Prisons of Victoria, also by that Officer:
I have personally inspected the Gaols, with two of the Executive Council, and find them of a much better description than I had anticipated, and though the numbers in prison on the 4th Instant, the day which I visited it, amounted to 177, there
