THE QUINTUPLE LOAN.

MOTABLE APPEAL FROM THE TUTUHS TO

THE NATIONAL ASĦELIDLY.

A telegram from the Tutuhs of the seventeen provinces to the President, the Cabinet, the Tsan Yi Yuan, the Chang Yi Yuan, the various political societies, newspaper offices, and the Tutuhs, Chief Civil Administrators and Assemblies of

the Provinces states'

J

To-day we have sent the following tele- gram to the Tsan Yi Yuan and Chung Yi Yuan,

Birs,--As the National Assembly has not yet been fixed, the people of this country have built their earnest hopes and expectations upon the Assembly, as if in time of drought the people with absorbed attention look forward for clouds indicating coming rain. Unt portedly on account of the Sung murder case great trouble has been raised, urgent tolegrams have been sont from place to place, men have been accusing one another, and the situation is likened to brothers fighting within the walls of their own house. We, Zunn-hung and others, who are either military men or chiefs of the pro- vinces, have not dared to meddle with, and give uncalled advice on, the questions which do not come within the sphere of Lowever, in regard to the our duty. Republic we are citizens and in regard to you we are intimate friends, hence. we have no right to keep our peace, as the dangers of this country have become sa prominent. Therefore with the sincerity of our hearts we shall try to set before you the following serious considerations: Danger 1.In this initial stage of the Republic the nation has been reduced to The Indemnity Loan has not rot-been-paid, and the pressure of the creditors has been brought to bear upon us. Interference as stipulated in the treaty. will be inevitable, thus finishing at one stroke the Customs, revenue and the land tax

poverty,

Danger 2-Military camps have detted the wilderness in the subarbs, com the revenues of the country. To maintain the troops causes lack of funds, and to disbad them money is required for extra Occasionally at the pay and expenses. instigation of had characters mutinics have broken out. Kent together they are no better than revolted soldiers and if scattered they will become tufeis."

Danger 3-Since the Russo Urga Con vention serious news has been received from Tibet. It must be remembered that this is no time for lomacy. Should a war break out the tops sent out hon sands of li from the country would require huge expenses to maintain them. How can we avert extreme poverty?

Danger 4-Internal poverty has long been felt, and no means could have been devised to relieve it. Tho market has been flooded with paper notes, the rate of which for lack of confidence has fallen very low, and it is but within expectation that bankrupter would scon follow, bring- ing an ond to this nation

Danger 5.-The necessary reforms of the administration have not yet been intro- duced. The various administrative organs have existed nominally, as dead images. They are only avaiting abolish mont, and there remains no remedy for them.

THE HONGKONG DAILY PEESS, MONDAY, JUNE 16TH, 1918.

kept up to their dignity and standing. It is not a surprising fact that vulgar language has been used and actual fight ing has taken place in the Houses and that after those quarrels reports of each cass have been made to outsiders.7 We have noted the telegrams opposing the loan by the members, and we cannot but feel that these are full of contradictions. Some said that when the question was discussed there was no quorum; and Some others said that there was one. said that no division had taken place; hut others said that only the principal part of the Loan Agreemont was passed only the opinions expressed by the twa Houses do not agree with one another, but the opinion of individuals is also fall of

contradiction.

You, members of the Assembly have agreed that the contracting of the Lonn is absolutely necessary, and it shows that you what to preserve the general situation and love your country. We have noticed the cause of your late quarrel, and it is a very insignificant one. It has been due to the neglect to record the question in the list of the Programme of the Day, and that after the discussion the despatch was not drawn up and forwarded to the Government. On the part of the Govern- ment it has blindly followed precedents without guarding against any attack, and such an offence can be easily ex- plained. With regard to the irregularityITOLA, British str., 2,400, W. W. Tucker, 11th June--Singapore 5th June, Gen- of procedure, both the Assembly and Gov.

Tadd, to the Chinese Government and the signature of the agreement is pronounced as null and void, can you offer your riches to the Government as Po Shih did in the olden time, or can you deviso means to raise funds as Lau An did in the days gone by? Can you help the Government to-stand-independent of the finance of other Powers, or can you by skilful diplo macy sever the connection with the Group and find means from other sources?.

Danger 6.-Immediately after the lato war all sorts of rumours have started to do their mischievous work. Hence comi merco is declining, and the money market is becoming exceedingly stringent. Valu- ables have been deposited in sccurs places outside the country, and merchandise cannot be disposed of in the market How can the normal condition of the country be restored i

With these six dangers in the morning no one can predict what would be the fate of the country in the evening, not speak ing of the precariona future,

Without funds not only are we unable to avert the six dangers stated above, but how can we repay at once the proceeds which have already been delivered to and expended by the Government? We know that you, gentlemen, will say again that it jy the signature that was opposed to by the Assembly and not the Loan itself. This sounds well, but it must be taken into consideration whether the foreigners will view it in this light, and whether in future they would continue to negotiate with us. Immediately after bankruptcy there will be the wor of war, and the consequence will be that the Government will be dissolved and Assembly scattered. The more stubborn ones will escape abroad, and the weaker ones will offer their services to the new dynasty. But it must be understood that the people of this country will be dragged into unprecedented misery and experi ence all sorts of unspeakable agony, We who will give our protection to the fallin city will have the bitter experience of cncsing our faithful remains in the wilderness. After the death of the patriots it can scarcely be hoped that their mantles will be taken up by men of fature generations. Should the existence

If you should follow your blind desire for the present; you will become criminals in the eyes of posterity for thousand: of generations to come, and we have failed to understand why you, gantieren, should become so misguided.

Wc.

In a word, if the Loan be rejected troubles both present and future, internal and external, will not be avoided.
