MOTABLE APPEAL FROM THE TUTUHS TO
THE NATIONAL ASĦELIDLY.
A telegram from the Tutuhs of the seventeen provinces to the President, the Cabinet, the Tsan Yi Yuan, the Chang Yi Yuan, the various political societies, newspaper offices, and the Tutuhs, Chief Civil Administrators and Assemblies of

To-day we have sent the following tele- gram to the Tsan Yi Yuan and Chung Yi Yuan,
Birs,--As the National Assembly has not yet been fixed, the people of this country have built their earnest hopes and expectations upon the Assembly, as if in time of drought the people with absorbed attention look forward for clouds indicating coming rain. Unt portedly on account of the Sung murder case great trouble has been raised, urgent tolegrams have been sont from place to place, men have been accusing one another, and the situation is likened to brothers fighting within the walls of their own house. We, Zunn-hung and others, who are either military men or chiefs of the pro- vinces, have not dared to meddle with, and give uncalled advice on, the questions which do not come within the sphere of Lowever, in regard to the our duty. Republic we are citizens and in regard to you we are intimate friends, hence. we have no right to keep our peace, as the dangers of this country have become sa prominent.
