A critical situation has arisen Tetuan. The mountain tribes combined to surround the town as part of a general anti-Spanish campaign. The road to Tangier is closed. Spanish re-inforce ments are arriving at Ceuta, and three cruisers are at anchor off Tetuan.

The affairs of Mr. H. A. Busk, company promoter described as of the Criterion Restaurant, Piccadilly, and Blackheath, came before Mr. Justice Phillimore, sitting last month as Bankruptcy Judge in the King's Bench Division, upon the debtor's application for orders to - punge from the file proofs of debt for £2,500 and £17,500 made against his estate by the British Manchurian Concessions, Ltd., and Mr. George William Bake respectively. The debtor failed in Janu- ary, and partly ascribed his position to his inability to dispose of certain mining concessions in Southern Manchuria, owing to change in the form of Govern ment. He returned liabilities $734 and assot valued at sufficient to yield a surplus of £23,167, after payment of all debts.

Mr. Jelf submitted that the British Manchurian Concessions, Ltd., by reason of the arrangement made on their behalf. did themselves advance the £2,500 out of the larger sum which they would eventually be liable to pay to the debtor. They regarded the $2,500 as money lent, and repayable, owing to the failure of the carrying through of the scheme. The company was not a success, for the reason that the Chinese Government had not given a formal edict, the result being that business houses declined to proceed. on the ground that Mr. Bush did not hold a complete title.
