on record its conviction that the Indo-CO R.TAIN Chinese epium trade is morally indefen. sible; mud, in view of the position of the Chinese Government which, while engaged in suppressing the profitable production of pine by its owrecitizens, is obliged to admit opium-from India, this House talls upon His Majesty's Government to release China from her 'treaty obligation to admit the Indian drug, and urges that she should be set frie to prohibit the importation of the stacks of opium now ccumulated at the treaty ports and Hongkong. The hon, member, in a maiden speech, declared that the Indo-Chinese opium trafic was the greatest curse of China, and the greatest disgrace of Britain. It had destroyed a greater number of the Chinese people than war, famine, and pestilence together. Britain we labelled opium "poison,” and what was poison here could not be food in China. (Cheers.)

Mr. Keswick said he had resided in China for nineteen years, and had seeri opium grown and smoked. If they were to believe all that had been said they would have to believe that opium smoking was a horrible evil. It was no more an evil than the drinking of a glass of beer or wing, and the abuse of alcohol way far greater than the abuse of-oplum." The ordinary man in the street in China could not smoke opium. He could only get the smallest modicum to relieve him in his work. The so-called opium dens were no worse than the ordinary houses in which the Chinese lived. On this question there were cranks just as eranky as those who dealt with the teetotal question. He was Hot prepared to discuss the ethics of opium or of alcohol, but he wished to point out that when they were dealing with an Oriental country they must put themselves on the plane of the Oriental. We had made a bargain with the Gov- orment of China whereby we were to. forego many advantages in order to assist China to regenerate herself, if he might adopt the phraseology of those who wished to abolish opium smoking. We were doing our part, but the Chinese Government were not doing their part, and so long as that was the case, ho de-

THE AMENDENT.

Sir J. D. Rees said there was nothing inherently wicked in the poppy. It was one of the most beautiful crops to e growing, and in its legitimate moderate uses it was one of the most beneficial. The abuse of opium was not confined to China. Toas of hypnotic drugs were used in America, and last year £555,000 worth of opium was imported into this country. In the East opium was re garded as a general panacea for fever, cholera, and so on. Insurance societies in India asked no extra premium from opium enters. In view of these facts hon, members opposite mat abandon their ethical standpoint, and moderate their transports if they wished to deal fairly with the question. He doubted whether the Chinese provincas were anxious to suppress the cultivation and use of opium. He went on to quote from a letter signed by many opium merchants in India. They declared that the statement that the difficulties of the opium mer- chants were of their own creation could not be allowed to pass unchallenged. The reformers, they alleged, were trying to ost from China the foreign product which could be easily controlled, while they were totally unable to stamp out the loen Chinese article. What the Indian merchants were contending for "was more than an observance of the solemn obligations into which the Government bad entered. He moved the following

of the arrangement entered into between the British and Chinese Governments for the extinction of the opium traffic between China and India, declines to vary such agrement or to precipitate the im- mediate cessation of such traffic without due provision made for safeguarding the interests of the Indian taxpayer and of British and British-Indian merchants who have entered into engagements, in the faith that the British Government will redeem its pledges or pay due.com- pensation at the expense of the British taxpayer."*

Mr. L. Scott, though deprecating the practice of opium smoking, and believing that a great evil was involved in it, did: rob wish, whilst one evil was being eradi cated, that a gross and serious injustice should be committed. The only thing the! Government could do was to arrange with the Government of India to negotiate with the Chinese Government for the purpose of taking off the market the vast stocks of pien, and so relive the commercial strain, which at any moment might cause a very grave financial crisis in the East Mr. T. C. Taylor having spoken in *upport of the motion.

THE GOVERNMENT'S REPLY.

Mr. Montagu said there could not be the slightest doubt of the earnestness and sincerity, the steadfastness and courage of the Chinese Government and the Chinese people as a whole to rid them selves of the mischiefs caused by the traße. All the evidence painted to that conclusion, and when one knew the pro- verbial difficulty of getting rid of an old habit, when one realized how widespread was the opium habit the extent of the country, and the size of the population, he asserted without fear of contradiction that the history of the world showed fow actions comparable to the efforts now being made by the Chinese people to rid themselves of a drug that was sapping.
