In accordance with the wish of His Excellency the Governor that I should furnish
the Honorable
explanation on the subject of Despatch 18th of 17th February last from the Right Honorable the Secretary of State for the Colonies, I have the honor to submit the following remarks which I trust will be considered satisfactory.

in Despatch No. 18.
of 7th June 1844, the accounts of the Colony are considered as commencing
from
1st September 1843. In this Despatch Governor Davis was directed to furnish
a return
of the Colonial Expenditure from that date to
