no inconsiderable part of the
cottiness of this Settlement may
be owing that so many different Departments of the Public Service have had to Establish Themselves in it as a new
Colony, Each probably from a laudable zeal for the efficiency of it's own branch being anxious to provide fully for own wants, without
being called upon to take
a general view of the whole of the resources available for the Colonial Service. Lord Grey apprehends that the only means of arriving at any
satisfactory result on this question, will be to invest
some one authority with general powers of inquiry for the purpose, and he apprehends
that the Governor would be
the proper person to be entrusted with such an investigation

will bring this

subject before the Admiralty Ordnance
and will move them, if they
see no objection to the proposal comes
to instruct
the Officers under their orders at Hong Kong to afford to Governor Bonham Every
