not so
much
exercising the ordinary
discharging executing
functions of a Governor as executing a particular task
calling for special powers of investigation.
3. Amongst the objects
to which
your
attention
should be carefully directed is that of Public Works and Buildings, for it is obvious
that there must be
an
additional danger of
a want of
due
economy
in this respect in a new
Colony,
where a variety of Depts
each have
to urge
its own wants, without being
called upon to take a general
view of the whole amount
of resources available for such purposes.

I have communicated
this despatch to the Lord
Commissr of the Treasury, to the Lords Commr of the Admiralty and to the Secy of State for War
and Board of Ordnance; and I have to inform you
that they will transmit to the
several officers under their orders directions to afford you every information and the best assistance in their
power in furthering the objects
of your enquiry, and in devising all
practicable means of effecting
reductions.
