2 Having therefore communicated with the Heads of the other Departments on the subject, I have to convey to you the instructions of H.M's Government that you should enquire into the Expenditure of the Island in all its various branches, Civil, Military & Naval, and should consider and report whether by improved arrangements and more effective cooperation between the different branches of the Public Service, the heavy charge incurred on account of this Colony may not be reduced.
