The former is to be supplied in the first place by a levy on property, as stated in my last, of a half per cent on all "fortunes" above M.10,000, or £500, persons in receipt of an annual income of M.60,000 to pay a minimum of 2 per cent on such incomes. All real and personal property, with the exception of household goods and chattels, works of art, etc, will come under the Act and is specified as follows:
