HINDRANCES TO DIRECT TRADE

WITH AMOY,

The United States Vice-Consul Charlos F. Brisel, Amoy, in the course of a recent report, states that there is, perhaps, no coast treaty port in South China so ill- served by steamers as Amoy. The larger steamers sometimes stop at Foochow and Bwatow, but oxclusive of the one call of the Pacific mail steamers during the year for narcissus bulbs this port secs none of the large vessels. The result is that all cargo destined for Amoy must go first to Hongkong or Shanghai (usually Hong- kong), and there be reshipped by local coasting steamers.

Were foreign firms to endeavour to do business direct in Amoy, they might find the difficulties of currency very grave. At the prescat time there are practically no notes in circulation here other than those of the Hongkong and Shanghai Banking Corporation and the Bank of Taiwan. The medium of exchange is the silver dollar, which here means a Hong. kong dollar, a local Japanese yen, a Mexican dollar, or, occasionally, a dollar from the Straits Settlements or Saigon.. The real commercial unit is the Spanish dollar" which is the name given Hongkong and Shanghai Banking Cor poration to a fictitious unit of value maintained by that bank and by which standard it gauges the daily value of the local silver dollars. If silver is plentiful, for a Hongkong and Shanghai Bank check for 8100 one may receive. actually 101 silver dollars; if the reserve be the case, one may receive but 09 silver dollars. As this institution does practically all tho international banking business, its valu- tion of silver will affect the market price of commcdities.

In addition, the farther one goes from the sea coast the more minute the divisions of currency. Lately a revenue stamp has been gotten out, the face value of which is 1,000 cash (brass cash), which is supposed to be worth $1 Mexican, thus showing that in this locality, at least, the basic unit of value would seem to be the old cash. When one adds to the preceding the diffi- culties of foreign exchange, it will be seen that the ordinary buyer would experience some difficulty in effecting his purchases, especially as the large majority of Chinese buyers know practically no English.

About a year ago a local firm made some trial shipments of ginseng direct from America. Among the more notable of the annual reports recently issued is that of the East Asiatic Company, of Copenhagen, who may he called, the pioneers of the ocean- going motor-ship. At the present time the company has a fleet of fifteen vessels, of which thirteen are steamships, and only two the Sadia and the fuflandin

40 vessels. Such figures, arg motse were it not the motor-ship is relativo ly in its infancy, would hardly suggest any lack of faith is the steamship. But the building programme of the company, ns outlined in the report, tells a wholly different story. The East Asiatic bas as many as seven motor-ships under con struction--five of them of 5,600 gross tons ecch-and it would probably have ten but for the fact that for its South African line it apparently cannot rely upon a supply of oil fuel at a moderate price. Hence for this particular service it is building three new steamships.. But it is also converting three of its existing steamers into motor-ships,

The upshot of it is that at an early date the company will own a feet of thirteen steamships and twelve motor. ships, but the former will represent only about 46,000 gross tons, and the latter about 56,000. In other words, the com- pany will depend for the larger part of its cargo-carrying ability upon tonnage driven by internal combustion engines. In such circumstances it is not surprising to rend that in the opinion of the direc tors the Selandia and the Jutlandia have in two essential points fulfilled expecta- tions. The first is in economy of oil con- sumption, as compared with coal, and the second is in increased freight earnings owing to saving of engine-room space in the ships.

In spite of the success which has attend- edits earlier motor-ships, the East Asiatic Company frankly admits that there are limitations, and serious limita- tions, to the use of such vessels, In an addendum to their report the directors Bay that development so far as the mer- cantile marine is concerned depends chictly upon the supply of oil. The directors add that the consumption of oil in the Selandia and Jutlandia has now been reduced from nine tons per twenty-four hours to eight tons. More over, whereas the Selandia's enginos, with sixteen cylinders, develop 2,500 indicated horse-power, one of the vessels now under construction will, with twelve cylinders, develop 4,100.
